The 'top nav' refers to the top level of navigation across your site's homepage. This top navigation is determined by your site's most frequented pages.
The top navigation will have already been approved during the migration process, so any updates will require a web ticket. Updates to the top navigation will need to take place on the back end, approved by and executed by the web team.
The top navigation pages should generally be Landing Pages, and used as navigational hubs to send users to Standard Pages filled with information. This is not always necessary, but is the recommendation.
In the image below, the 'Service and Engagement' top navigation landing page has several content rows spanning the page that act as links to send users to various places within the Services and Engagement section of the site. There is not much text on the page, but dynamic visuals meant to assist web users in finding the page with the information they need. This is a great example of a top navigation landing page doing its job.
